I consider, to demonstrate the increase in the financial

activities of this office.

There is no Accountant attached to the Crown

being Solicitor's Office, the money/paid to a Chinese Shroff

under the supervision of the Crown Solicitor.

9. The Treasury Shroff, Chau Lam was secured in

the sume of $900 and $2,100, being charges on the

ancestral lands in the New Territories of Messra,Lai

Shun Fook and the late Lai Ning Fuk.

The Shroff in the Crown Solicitor's Office, Cheung

Tak Yan, was secured for $1,000 in cash.

To review this unfortunate state of affaire

briefly it would be as well, perhaps, to consider, in

the first instance, the defalcations in the Treasury.

To enable me to be in a position to place my views

fully before you, I have first to ask myself, have the

have been duly complied with. Colonial Regulation 218 provisions of Colonial Regulation No.218/states:-

"It is the duty of the Treasurer:-

"(1) To see that the proper system of

"account is established in every department

"of the Colonial Government".

I find it difficult, in view of my representations to

the Government, to arrive at any other conclusion than

in the negative.

"(2) To keep watch on the receipts of the

"public revenue and as far as possible to

"secure its punctual collection".

After due consideration of the full facts and particulars,

I have come to the conclusion that the first part of
